(By Steve Harrison, sharrison@charlotteobserver.com) When the Charlotte City Council authorized the city to spend $400,000 to secure options to buy property during Eastland Mall, all discuss and voting took place in private, during sealed sessions.Two experts right away contend those votes disregarded the state's open-meeting laws, which need roughly all government business to be conducted in the sunshine. Amanda Martin, an profession for the N.C. Press Association, said the city could have discussed its negotiating plan in private, though needed to take the final vote in public.
